Why did Yorkshire Forward remove the canopies from the Odeon?

Councillor David Ward has written to Yorkshire Forward asking them to demonstrate that they removed the canopies with the knowledge of both the planning and the highways departments of the Council.

He said,

" I have been unable to locate which officers knew about this and I have asked Yorkshire Forward to tell me who it was. Since the canopy was demolished on health and safety grounds, I have also asked to see the building survey which says this. "
